Kāpiti’s Smokefree outside Public Places Policy seems to be working if the simple, but unpleasant method of counting disregarded cigarette butts is any measure. As much as a 70% drop in cigarette butt counts in areas covered by the policy, principally around children’s play areas and on fields for organized sports.
