KCDC Rules Say All Can Attend Chief Executive’s Review says Councillor

“All eleven elected members of Council are able to take full part in this week’s CEO performance review according to our own rules ” says District wide Councillor Jackie Elliott.
I am keen to end the widely held misconception that only a handpicked few, the Mayor, Crs Ammundsen, Gaylor, Welsh, Holborow and Bell have any say on who runs KCDC.
“Six months ago after seeking legal advice, the Mayor gave the previously excluded Councillors, myself, Crs Scott, Lloyd, Cardiff and Gurunathan permission to speak for 5 10 minutes on the basis that we would then be requested to leave. However I sought clarification of our own rules from staff, (for which I was subject to a code of Conduct complaint) and it was confirmed that under clause 2.12.2 of the Model Standing Orders, Councillors may attend any Committee meeting and that would include the CE Performance Review Committee meeting.”
The CE Performance Review Committee was established under the Rowan Council. Prior to this all eleven Councillors, who are the employers of the CE, took a full and equal role in the decision-making processes of selecting, employing and monitoring the CE.
“We have to get this right for the good of Kāpiti”, says Cr Elliott. Being an employer of the CE is a vital part of being an elected Councillor.
“Given the level of public disquiet about questionable and controversial decisions of senior management, confirmed in the findings of reports over Cleantech, the Coastal lines issue and Oriwa Court legal proceedings, I look forward to Thursday’s meeting,” says Cr Elliott.
